Minutes of the meeting held on Monday 4th February 2008 at 7.30 pm, Boarhills Village Hall

 

Present: R Simpson, Cllr D Macgregor, P Duncan, V Kilgour, M Craig, F Roger, S Raeside, L Matthews, L Roger
Apologies were received from J Peacock, C Houston, Cllr E Riches, Cllr M Scott-Hayward

Recent planning applications: Fairmont Hotel will not be notified formally until next month that their planning application has been refused. Only then will they be able to commence an appeal. Arising from the NE Area Committee meeting at which their application was heard, the Community Council agreed that the TPO for trees on Kingask should be pursued, and that a copy of the original Section 75 agreement covering the development should be requested from the Council. The outline planning application at Forrester’s Lodge has been refused.

Water Supply: Work has not started on the new main yet, as negotiations with landowners continue. Scottish Water has confirmed that the improved supply will be adequate to meet the current Fairmont business, but was NOT designed to meet the needs of the proposed development.

Flooding: Drains are blocked at Cardean and Byways. Despite L Matthews’ frequent calls to the Council, it would appear that they have not been cleaned out since September.

Lighting: Cllr D Macgregor to pursue an extra light for the approach to the Hall at the forthcoming Locality Meeting.

Dunino Footbridge: R Simpson will ask professional contacts to assess this structure. Site meeting planned for the summer.

Kenlygreen bridge: Last year’s replacement coping stones are very obtrusive. The possibility of hastening weathering by judicious application of yoghurt and FYM was discussed.

Upper Kenly Wind Farm: R Simpson and L Roger reported on a recent meeting with representatives of the University and individuals from Fintry, where community involvement in a wind farm project is seen as a success. Plans are at a very early stage, with location, height, number, access, power routing still to be determined. A test anemometer will have to be in place for one year before decisions are made.

Refuse collections: There is much confusion about blue bin emptying dates. Brown bins will follow in early March. Secretary to request list of definitive collection dates and display on the notice board.

Neighbourhood Watch update: no developments. M Craig to contact Insp Bruce Thomson at St Andrews Police Station. Alternatively, contact to be made with our Community Policeman.

Red squirrels: Secretary reported on work of the newly appointed Red Squirrel Project Officer. Agreed that the area would be suitable for a red squirrel campaign, and to ask the Officer to speak to us about the possibilities at a future meeting.
Speed of traffic at Brownhills: J Peacock hopes to raise this issue at a future CC meeting.
Burns Night: congratulations to all involved in an excellent evening.
Warning – Horse signs: V Kilgour pursuing these with the Council.
Beach Clean-up: Possible date for this is Sunday 27 April. B Low to be approached.
