Minutes of the meeting held on:

Monday 2 February 2009

1) Apologies were received from M Craig and J Furness. Present: D Macgregor, E Riches, B Simpson, V Kilgour, L Matthews, P Duncan, L Roger and 12 local residents.

2) Minutes of the December meeting, when the sole topic was the wind farm, were approved.

3) University Wind farm update. Following a request to the University for an update, a letter was received on Friday 30 January from John Maguire, Estates.

This has been circulated by e mail and will be displayed on the noticeboard. In response to this letter and the previous meeting, a significant proportion of those present expressed concern at the continuing perceived lack of information from the University about their proposals.

 

The Secretary to write to request the following: We would like to know which company has been appointed to install the wind monitoring mast.

Which parts of Upper and Lower Kenly Farms are they investigating for its erection?

Who is carrying out the Environmental Scoping Study? What bird species are they monitoring?

Those present agreed once again that the Community Council would be the Liaison Group and therefore the conduit for information to the rest of the Community.

The agenda for meetings with the University should be agreed with them beforehand.

4) Dunino footbridge. No progress. Additional funding still to be identified. The Locality Budget and Core Paths initiative are possible sources, but a response from Transportation Services is still awaited with respect to the latter.

5) Brownhills planning application - equestrian tourism with 20 lodges. (08/02616/EOPP). There was concern regarding this proposal because of its siting within potential greenbelt, and the unsuitability of local roads for safe riding due to the volume and speed of traffic.

6) Structure and local plans. The Greenbelt Forum is responding to both, and they will inform our response to the latter. The deadline is 6 March. See www.fifedirect.org.uk/eastfifelocalplan.

7) Street lighting. The new light for the hall is first class, although we now have 3 different styles of lighting, and a redundant stump of a column.

8) Gardens Open Day. It was agreed that this would be held on Sunday 2 August, with Mrs Mann asking Children First to provide the teas. They would be the benefiting charity, and anyone willing to help on the organising committee, on the day, or to open their garden is asked to get in touch. The organising committee will meet shortly. There will be a village barbecue in the evening following the afternoon event.

9) AOB

It was noted that the Fairmont Appeal has been allowed. Anyone wishing a copy of the Reporters decision letter is asked to e mail the Secretary. There was some concern about the Core Path notice for the proposed route next to the School. Very little was known about this. Secretary to investigate.

The Hall roof is in need of repairs. It was agreed that the CC could donate money to this. The Treasurer to confirm available amount and arrange its transfer before the end of this financial year.

Since the meeting, notice has been received about the Scottish Government Central Heating Programme, available to those at risk of living in fuel poverty and who are over 60 years. If interested, contact Jennifer Finlayson, 0131 777 2501 ext 2710
