Minutes of the meeting held on:

1. Apologies were received from E Riches, J Furness, L Ogilvie, P Duncan. Present: D Macgregor, M Scott Hayward, B Simpson, M Craig, P Duncan, V Kilgour, L Matthews, L Roger and 9 local residents.

2) Minutes of the October meeting were approved. Matters arising: no news on Brownhills and Kinkell planning applications. Street lights will get painted when the budget allows. No development on refuse collection down bumpy roads. M Scott Hayward is seeking more information on comparative crash statistics in an effort to improve safety at the main road junction. It was noted that a 30 mph limit from the Church to Falside would be of benefit. "Warning - Horses" signs will go up shortly in the vicinity of Kenlygreen House. A Roger is pricing steel for the repair of the Dunino Den footbridge.

3) V Kilgour gave an update on the recent East Neuk CC meeting which she attended. It was noted that a number of coastal communities were interested in wind turbines, and other forms of renewable energy production. A broader view of the landscape implications for the whole area was required. The next meeting will be on 25 February at Largoward. Anyone requiring more information on subjects covered should contact VK.

4) Neighbourhood Watch update - M Craig. At the last meeting, they received an excellent talk on LOST, an organisation dedicated to fighting solvent abuse. Money is in hand to purchase more signs. A NW co-ordinator is required for Boarhills. B Simpson volunteered.

5) Flooding. Cardean - Arthur Green (Council) has been out to have a look, but action is also needed from Scottish Water regarding the sewer. D Macgregor will contact them. It was noted that during recent heavy rain, only 5 of the 10 drains were taking any water. It was also observed that since work has been carried out on the verge next to Brownhills, the incidence of flooding there has got markedly worse. The road still floods badly just west of the Fairmont entrance.

6) Local Plan. It was agreed that the greenbelt boundaries should be defined before greenfield sites were looked at for housing, that brownfield sites should be built on first, and industrial development should if possible be located at Guardbridge.

7) University wind farm update. The last two liaison meetings have been cancelled by the University, so there is nothing to report since the last CC meeting. A debate on the relative merits of alternative energy ensued.

8) ENLEN have been active in the village. This is proving to be a very worthwhile initiative. More info at www.eastneukenergy.org.uk, or telephone 01334 659 368.

9) AOB Could a hearing loop be installed in the Hall? Quad bikes have been seen in the village, having travelled along the main road. It is not known where they have come from. We have been offered the red phone box in Dunino for £1. It was agreed to purchase it.
