Minutes of the meeting held on:

Monday 1 February 2010

.

1. 1) Apologies were received from E Riches, D Macgregor. Present: B Simpson, M Craig, P Duncan, V Kilgour, L Matthews, L Roger.

2) Minutes of the December meeting were approved.

3) Matters arising: no news on Brownhills and Kinkell planning applications. No development on refuse collection down bumpy roads. Options for improving safety at the main road junction are being explored. "Warning - Horses" signs have gone up in the vicinity of Kenlygreen House, one of which is in the wrong place. A Roger is pricing steel for the repair of the Dunino Den footbridge.

4) V Kilgour hopes to attend the next East Neuk CC meeting. Subjects to raise: litter strewn verges - could assistance in the form of traffic control be offered to local communities willing to clear clearing these?

5) Neighbourhood Watch update - M Craig and B Simpson hope to attend the next meeting.

6) Flooding. Cardean - after the recent serious incident, Scottish Water representatives attended. SW has suggested a meeting with all interested parties -local residents, landowners, SW and Fife Council. L Matthews has requested that the gully pots are cleaned out again, as several of the drains will not take any more water. There is particular concern at the amount of water flowing past the pond at Stoneywynd Farm and onto the village road. It has been difficult to acquire enough sandbags to make an effective store, as these are rationed and only available when flooding occurs - and of course at these times we cannot get to the Council store of bags! Flooding right across the road adjacent to the reconstructed verge at Brownhills and just west of the Fairmont entrance is still of great concern. A serious accident is inevitable unless these problem areas are tackled. LR to contact the Fairmont to ask if they are lobbying the Council too, as it is likely that a visitor to the Hotel is at most at risk if they are not aware of this problem.

7) Local Plan. The Greenbelt Forum is conveying local opinion. L Roger attends their meetings.

8) University wind farm update. More information from the University is anticipated later this month. A special meeting will be called when this is available.

9) AOB Condolences were expressed to Fiona Mann. Hugh was the driving force behind the Village Open Gardens, which has raised a considerable sum for charity over the years. Congratulations to the Hall Committee for a most successful Burns Supper.

It was suggested that geotextile fabric could be put on the path next to the School to try to kill the knotweed. Spraying with glyphosate would also be required. LR to investigate purchase of fabric.

Purchase of red phone box - it transpires that it would cost us £100s a year to either maintain the electricity supply, or there would be a one off charge of a similar amount to have the supply disconnected. As there has been no suggestions as to what to do with it, and it is not in a very accessible place, there does not seem to be any point in pursuing this further.

Walls at Kenlygreen Bridge and Beley Bridge are still to be repaired.

We have spent £192 of our £283 annual grant.
