1. Apologies were received from E Riches, M Scott Hayward, M Craig, V Kilgour, L Ogilvie. Present: B Simpson, P Duncan, W Roger, N Russell, J Overing, F Piper, R Spencer, L Matthews, L Roger.

2.Minutes of the February meeting were approved.

3) Matters arising: A Roger is pricing steel for the repair of the Dunino Den footbridge. Unfortunately the banking on the S side has been washed away, and B Low has suggested that up to 9 gabian baskets will be needed to shore it up. This will add to the cost and complexity of the job. However, Bruce is willing to help. The Locality Budget may help fund these. It was also suggested that as the bridge is no longer very safe, this should be brought to the attention of pedestrians.

4) V Kilgour attended the last East Neuk CC meeting. It was agreed that the official minutes of these meetings be circulated. B Simpson attended a meeting on policing in Cupar. Const.A Swanston is our Community Officer.

5) Wind turbine application at Boarhills Farm This application has been withdrawn, with the intention of re-submitting it for an alternative location on Peekie Farm. A few people had commented on the application on the planning section of the Fife Council web site, but several of those had either misread the plans, or simply regurgitated the mis-information in the anonymous flier which was hand delivered around selected households in the village. For example, the proposed turbine is 25m total height (not 30m), the blades are 13m, (not 25m diameter), shadow flicker would only affect properties to the E of a turbine (there are none in this instance), the adjacent farm buildings are 12m high (not 6m) and the Hayes MacKenzie Noise Performance Test is the industry standard. Furthermore, this development would afford the possibility of replacing the existing and somewhat noisy grain drier and irrigator pump operating at this location.

6) Flooding. CCTV cameras have now been sent along the pipes, and a report is awaited from Scottish water. All gully pots were recently cleaned out, however, there is a question as to whether the gully pots may empty into a separate cundy to that emptying into the main sewer. A further meeting will be sought with the Council and Scottish Water to discuss findings to date.

7) The Council are investigating the flooding of the A917 at Fairmont and Brownhills.

8) University wind farm update. More information from the University is anticipated later this month.

9) AOB The Locality Budget could be approached for funding of geotextile fabric for the path next to the School.

A beach clean up will be organised over the next couple of months, as a large quantity of plastic has been washed up after the recent storms.
