1. Present: R Simpson, V Kilgour, P Duncan, L Roger, L Matthews, J Overing, B McQueen, A Jarrett, S Jarrett, E Jarrett, J Christie, B Roger, P Kushner.


Apologies were received from Cllr D Macgregor, Cllr M Scott Hayward and M Craig. The two Councillors sent their thanks to the outgoing members of the Community Council.

Matters arising:
The East Neuk Community Council Forum, which was to have taken place on 1 September in Boarhills, was cancelled.

Foot Bridge at Dunino: P Kushner reported that costings for the steel work had been obtained. Approx £800 for steel deck, £500 to galvanise, including existing railings, and £500 for labour. We therefore have sufficient funds to carry out this work, and it was agreed that the steel should be ordered. S Johnston is getting a bridge expert to assess the work needed on the bankings, which could be done independently of the bridge repair. If more work was required to trim back trees, it was suggested that Dave McQueen could be asked to help.

The new notice board is almost finished – the apprentice who was to have completed the slating is off work due to illness. It should be finished in the next week. This is a very attractive addition to the village, and P Kushner wass thanked for his work. The old notice board has been taken up to the Station, and it is hoped that it can be erected once a suitable location is agreed.

Kenly Wind Farm update
The University has lodged the scoping report with the Council, and the CC has a hard copy. It was believed that they were on course for submitting the planning application in January. The Secretary would ask for an update on wind speed figures, as the mast has now been up for a year.

Treasurer P Duncan presented the audited accounts for 2008/09, and provided a statement for the expenditure for this year to date.

It was agreed to give F Raeside a book token for £20 in recognition of her work looking after the CC web site since its inception. Mrs Wilson’s bench is in great need of treatment, and it was agreed that oiling might be better than varnishing. R Simpson to obtain a quote from Mr Shine.

The skiff project. Anyone interested in this project should get in touch with Peter Kushner. (Peter_Kushner@hotmail.com) Substantial fund raising would be required, but there is already considerable interest within the local communities.

The bend sign at the Station side of the A917 Boarhills junction has been knocked over.

Beach Clean Up. Only 9 people had attended, which is a poor response. Despite that, the skip was almost filled! Thanks to those who took part. Another clean up in the spring is recommended.

Incoming Community Council. The retiring Community Council stands down on 13 October. Unfortunately no one from the new Community Council was present. (K Birkenshaw, J Furness, J Kilgour, N Russell, P de Wolff). The inaugural meeting (open, and chaired by a Fife Councillor) must take place between 14 October and 14 November, but no date has been set yet. Linda Purdie, Fife Council, has re-iterated her request for this information to be supplied as soon as possible. It is hoped that the new CC will retain our active participation in the East Neuk CC Forum, the Green Belt Forum and the local Neighbourhood Watch.

The meeting closed with an expression of thanks to the CC, which is standing down, from P Kushner and B Roger.

 

Inaugural meeting will be in Boarhills Village Hall on TUESDAY 2 November 2010, at 7.30 pm
