Minutes of the meeting held on:
Monday 2 August 2010.
1. Present: Cllr D Macgregor, Cllr M Scott Hayward, R Simpson, M Craig, V Kilgour, P Duncan, L Roger and 26 members of the public
2. The Chairman, R Simpson, read out a statement prepared with input from R Simpson, L Roger, M Craig and L Matthews in response to points concerning the wind farm raised by A Jarret in his document previously circulated. Mr Simpson suggested other unrelated issues, which had been raised, could be examined at future Community Council meetings.
In the ensuing discussion, the following main points emerged:
• The minutes of the University/Community Councils wind farm meetings, which some individuals had obtained through FOI requests, do not necessarily express clearly how decisions were arrived at.
• The decision was made at the December 2009 meeting of the University Wind Farm Project Board to take two of the five initial proposals forward. Those present from the Community Councils played no part in that decision.
• However, they did agree to delaying conveying this information to the Communities until photomontages, display boards and suitable explanatory information could be prepared by the University. The University had hoped to have this ready for a public meeting in early February. However, they did not have this material available until June, when a public meeting was held on 22nd in Boarhills.
• Some misconceptions may have arisen due to the rather loose use by the University of the terms “liaison group” and “project board”. Community Council representatives will obtain clarification and definition of roles from the University at the next joint meeting, which is on 5 August.
• Concern was also expressed that the minutes of the University/Community meetings had not been made available to the public. This request had been passed on to the University.
• It was agreed that an extensive programme of consultation was required throughout the Community, and this was something that the Community Council would have to take forward in an open and democratic manner in the weeks to come.
1) Sarah Johnston – Core Path Network, further funding options for the Dunino foot bridge. Sarah Johnston outlined potential sources of additional funding for the Dunino Den footbridge. While funding for the bridge itself is in place, additional funds are needed for the repair of the bankings. Those involved will liase with her directly, as she can assist with funding applications. Fife Council Rangers may be able to help with some of the work. L Ogilvie to speak to her directly regarding the path by the school.
2) Matters arising A planning application for the new noticeboard has been submitted. There will be a beach clean up on Thursday 26 August, starting at 6 pm at Boarhills potato shed. Cardean flooding – no recent problems since more regular road sweeping.
3) Treasurer P Duncan read out the current financial position, but audited accounts were not yet available.
4) Community Council elections. These will take place on 14 October. Nomination forms will be available from the Secretary or from Fife Council.
5) East Neuk Community Council Forum - next meeting will be in Boarhills on Wednesday 1 September, at 6.30 pm.
6) Kenly Wind Farm update No further update from the University since the well attended meeting on 22 June. We have requested that the results of the student questionnaire taken at the meeting be circulated. J Kilgour announced the setting up of a Landscape Protection Group. Those interested can register by e mailing info@kenlywindfarm.co.uk There was also discussion regarding the definition of settlement, as it pertains to Fife Council Planning Guidelines for wind farms, and how far the scope of any consultation should be, since some households within Crail Community Council area would be close to the site. This is an item which could be taken forward at the East Neuk and Landward Community Council forum, see above. Cllr Scott Hayward explained that although planning officials will check settlement details/distances from development when an application comes in, it is something which Councillors will ultimately have to take a view on.
7) Pittarthie Wind farm Gordon Ball, Chairman of Cameron Community Council, updated the audience. West Coast Energy, the developers, sent Cameron CC an outline of the proposals in August 2009, with a plan of the position of 5 turbines, around 102m high. There has been no further communication from WCE. CCC are gathering information at this stage on other wind farm proposals in the district, and are encouraging people to use the web site www.cameroncc.org.uk to keep up to date with developments and submit their opinions. Dr King informed the meeting that a protest group has been formed – Stop Turbines at Cameron and Kinaldy – STACK, and those interested should e mail kingkinaldy2@btinternet.com for updates. L Roger to contact WCE to ask to be kept up to date with their plans.
8) R Simpson noted the interesting report received on the subject of East Neuk demographics, previously circulated - “East Neuk Community Profile”.
9) AOB Recent planning applications:
• Agricultural shed at Kenlygreen • Alteration to plans for mew house at Stravithie Farm Cottages
• Change of height to wind turbine at Chesters M Scott Hayward outlined the skiff kit project in which we have registered an interest. The aim is to have boats built and raced by the local communities.
